It is easy for businesses to provide services. As long as someone is willing to cover the cost and some profits or future benefits, there will be suppliers for that service.
But not every service can find a willing payer. Take sanitation. While the rich can pay for it, the poor may not be able to pay for a similar service.
What is worse is that you get other businesses benefiting from this crisis. Perfume, air purifiers and so on.
It is a way for society to get its residents to pay for things.
