The trouble with biology is that everybody's knowledge is often incomplete. Is this a waterfowl?

But if you mean if the bird can swim, this a night heron juvenile and it can also swim.

As you can see, its butt is above the water so it is not waddling in the water. 

And no webbed feet. 

And as you can see the webbed feet are not a hindrance to perching on branches. This a different duck.
